The Dvergatal is a section of the Voluspa defined as verses 10-16. It exists within a larger creation story (verses 3-16) found in the Poetic Eddas. The Dvergatal is the listing of Dwarves used by J.R. Tolkien in his book "Lord of the Rings." This creation story breaks up the Voluspa's narrative so it was likely an earlier independent story.
The Voluspa's creation story was roughly patterned after the creation story in Genesis chapter 1. The dwarves represented the divine council mentioned in Genesis. Below is the King James version:
In the beginning God created the heaven and the earth. 2 And the earth was without form, and void; and darkness was upon the face of the deep. And the Spirit of God moved upon the face of the waters.3 And God said, Let there be light: and there was light. 4 And God saw the light, that it was good: and God divided the light from the darkness. 5 And God called the light Day, and the darkness he called Night. The Dvergatal
The Dvergatal is an ancient text placed within a the more recently written Voluspa which is found in the Codex Regius dated to between 1300-1350. Being an ancient text its letters would not have been divided into words making its word division into dwarf names in the Voluspa completely arbitrary. As a Druid Akkadian text would have been written around 1100 CE (for comparison the Codex Runicus was written in 1190 CE)
This is a common, if fraudulent, translation practice used even today by so-called scholars. If it text cannot be translated it is assumed to be a list of names. The following is the orignal which came down us with its assumed name divisions.

(April 13, 2025) What is significant here is that all the Dvergatal's word divisions correspond to the sentence divisions of the underlying Druid Akkadian text. This means most of text was correctly copied. Additionally, the copiest had knowledge of current pronunciation of the Akkadian word in the developing native language. For example, the copiest wrote the Akkadian letter "P" either as þ or p. The copiest also combined Druid Akkadian words where they would have been slurred together. Pu and Aru became "Par."
The bold words are the verbs. Shepherd-priests do astrology-magic to shift fate which in turn is based upon using emotional energy. Su, the moon-eye, is the Druid dark new moon god associated with astrology-magic
